Post : National, C1 Job Purpose : - To lead the provision of effective learning and programme quality support on building resilience to country programmes in the region (50% of time)
- To provide effective support to the Indonesia country programme in bringing innovation and impact/outcome based learning and develop mechanisms to actively share this learning throughout the East Asia region (50% of time)
- Considerable strategic input, helps shape strategic objectives in a specific programme area
- Support in coordination and delivery of agreed plans or strategies.
- Support in representation in coordination meetings and external relationships
- Impact and influence is in other parts of the organization and some with external public.
- Often working as part of a management team within a larger program unit.
- Providing specialist advice or specific skills to team.
- Plans/objectives contribute to broader program strategy and can involve collaboration with other parts of the organization and other affiliates.
- Critical information gathering. Requires the ability to analyse and communicate complex information to a wide audience.
- Decision-making requires significant levels of judgement based on technical experience, generally actively supported within line management or the programme team.
- Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.
- To play active role in lobbying and advocacy on issues related to programmes through personal contacts and co-ordination of allies.
- To take part in public campaigns based on agreed plan of action and objectives.
- To support fundraising efforts and help in producing clear and quality proposals and reports (financial and narrative) that demonstrate good accountability.
- To lead the development of the Regional Change Strategy on building resilience to acute and chronic hazards and the effects of climate change.
- To keep abreast with new thinking in areas of resilience and deliver support in bring in new dimensions and perspectives.
- To help develop country programmes ability to consistently learn from their (humanitarian response and long term) work and feed that to the regional and country programmes through innovative means and knowledge management.
- To deliver support to country programmes on all aspects of programmes on building resilience- ensuring clarity of purpose, programme quality and integration of programmes
- To develop a learning and impact measurement framework for the regional change goal on building resilience.
- To liase with other OI affiliates at regional level to share and disseminate learning
- To support country programmes in the development and delivery of learning and impact measurement.
- To include gender and power analysis in all aspects of the work
- To work closely with the CD/SMT of the country where the post is based, to support the implementation of the country NCS, and advise on country priorities and work plans
- To work closely with the other Change Leads (Women's Economic Leadership and Accountable Governments) and their teams to ensure a joined up process in terms of programme learning, programme development.
- To develop different approaches to programme delivery and partnership/alliances to support the RCS, including the private sector
- To prioritise and manage the workload between country programme (50%) and region (50%)
- To work with the Regional Programme Funding Manager to source and support appropriate funding opportunities
- To develop network of resources and proactively seek technical support from external agencies and also within Oxfam (CPD Regions, HQ and OI) to improve programme quality, learning and innovation.
- 5 years of experience in leading/managing Disaster Risk Reduction, Emergency Preparedness and/or Vulnerable Livelihoods Programmes (E)
- Understanding of impact measurement techniques/practices and ability to put these into practice (E)
- Strong abilities in analyzing and capturing learning (E)
- Excellent communication skills and experience of engaging with governments, I/NGOs at all levels (E)
- Experience in building capacities of civil society groups and organisations. (E)
- High levels of spoken and written English (E)
- Experience of working in East Asia (E)
- Ability to undertake unaccompanied travel away from home baseessential, up to 12-16 weeks a year (indicative) (E)
- Compatibility with Oxfam's values essential, including commitment to the organisation's gender and diversity principles. (E)
- Knowledge of digital vision and ability to use in programming and learning (D)
